Community School Development Program. Narrative Report.

The overarching goal of the Program was to develop community schools that promote the development of a new quality partnership between the schools and communities; mobilization of local people's efforts in meeting and solving problems of the communities; realization the concepts of community education and lifelong learning.

The report includes the description of the main activities and the results achieved within the Community School Development Program. The Program was realized during 2003 — 2004 by the Ukrainian Step by Step Foundation and supported by the Charles Stewart Mott Foundation (USA), and International Renaissance Foundation (Kyiv, Ukraine). The Program's participants were seven schools in Kyiv, Luhansk, and Lviv oblasts and in the city Donetsk.

The overarching goal of the Community School Development Program was to develop the community schools that promote the development of a new quality partnership between the schools and communities; the mobilization of local people's efforts meeting and solving of the problems of the communities; the realization the concepts of community education and lifelong learning. During 2003-2004 the goal was achieved through the realization of the following components:

Organizational Component — development of the Program Board and organization of the activities of the community schools: selection of the community schools coordinators, creation of the community school Boards, selection of the Heads of the community school boards. Community School Boards have been selected among the teachers, students — representatives of students' governance, and community members.

Educational Component — training activities for the representatives of the community schools and community school boards to provide the knowledge, skills and attitudes, necessary to act as the community schools and to disseminate this program to other schools in Ukraine; mentoring assistance to the new schools; study trips.

Development and realization of the programs aimed at the meeting of the community and school needs — the programs were developed by the representatives of the community school boards based on the results of the needs assessment, and included different kinds of the programs: educational, health, social, cultural and informational programs.

Development of the Training Centers — development of the training modules and training of trainers to disseminate the community school development program to other schools.

Development of the network — exchange of the experience of the best practices of the community schools through the publishing and disseminating the newsletter of the Ukrainian Step by Step Foundation, and the web-site.

The successful realization of the program was due to the support, provided by the people, who represented partner and donor organizations.
